Implementing recommendations by the Short Line Safety Institute (SLSI) results in measurable growth in short line safety culture, according to a study by Volpe National Transportation Systems Center (Volpe).
A strong safety culture can help reduce the frequency and severity of accidents by creating a safer, more accountable work environment, according to Volpe.
SLSI measures short line and regional railroads’ safety culture across the U.S. Department of Transportation Safety Council’s 10 Core Elements of a Strong Safety Culture (see chart, left). An assessment is conducted on-site by a team of SLSI professionals and combines an online employee survey, on-site employee interviews, safety documents reviews, and field observations. At the conclusion of the assessment, railroad management receive an in-depth evaluation of performance on their railroad, reviewed using the Ten Core Elements. Additionally, the SLSI team provides resources and tools to address opportunities for improvement on the railroad. Assessments are voluntary, non-punitive, confidential, and free of charge to short line, passenger, tourist, and commuter railroads, according to SLSI.
Volpe recently analyzed safety culture growth across 20 short lines that completed SLSI’s initial Safety Culture Assessment and a follow-up assessment (Time 2 Assessment) between 2016 and 2023. Each railroad’s initial assessment report was compared with its follow-up assessment report, “with a focus on identifying positive and negative safety culture indicators under each of the 10 Core Elements of a Strong Safety Culture,” according to Volpe. Using these indicators, analysts estimated whether the safety culture under a particular Core Element strengthened, stayed about the same, or weakened.
Volpe reported that each railroad in the sample demonstrated evidence of safety culture growth; the magnitude of improvement varied by railroad and Core Element.
Specifically, the research identified:
The Core Element with the highest safety culture growth was Core Element 2: The Railroad Practices Continuous Learning.
The Core Element with the lowest safety culture growth was Core Element 4: Reporting Systems & Accountability Are Clearly Defined.
In the intervening time between the two assessments, the 20 railroads were able to partially or fully implement 60% of the Opportunities for Improvement recommended by SLSI.
The results of Volpe research also indicated that there was still room for improvement for all railroads assessed, and that some Core Elements may be more difficult than others for railroads to show improvement.
“Our process for measuring safety culture is the most comprehensive and robust in the railroad industry,” said Tom Murta, Executive Director of SLSI. “This independent research demonstrates that when short line railroads identify and work to close safety culture gaps, the effort resulted in a stronger, more positive safety culture on those railroads. A strong safety culture provides the support for strong safety performance.
“After conducting more than 125 Safety Culture Assessments, the SLSI understands that some elements that we measure are more difficult for railroads to improve. The SLSI has developed tools to help railroads strengthen safety culture across all elements, including in these more challenging areas. Our staff stands ready and able to assist a short line with any specific challenge. We have provided technical assistance to several railroad management teams, with positive results.”

Microsoft just posted the first quarter of its 2024 fiscal financial results. The software maker made $56.5 billion in revenue and a net income of $22.3 billion during Q1. Revenue is up 13 percent, and net income has increased by 27 percent. Devices revenue has been hit hard again this quarter, even if Windows has recovered slightly. The star of Microsoft’s earnings are cloud services and Office, though.
Windows OEM revenue, the price that PC manufacturers pay Microsoft to put Windows on laptops and PCs, is up 4 percent this quarter. It’s a surprise increase, given we’ve seen a general weakness in PC sales over the past year, with Windows OEM revenue suffering throughout Microsoft’s entire 2023 fiscal year.

While Windows is bouncing back, Microsoft’s hardware revenues aren’t. Lower shipments of laptops have impacted devices revenue once again, which includes HoloLens, PC accessories, and Surface devices. Overall devices revenue has dropped by 22 percent in Q1. Microsoft has launched its new Surface Laptop Studio 2, Surface Laptop Go 3, and even a refreshed Surface Go 4 earlier this month, but we won’t see most of the impact of these launches on devices revenue until Q2.
Microsoft is now expecting to see devices revenue decline against next quarter in the mid-teens. That’s despite Microsoft CEO Satya Nadella revealing on the company’s earnings call that “PC market unit volumes were at roughly pre-pandemic levels” this quarter.
Windows OEM revenue is expected to grow in mid to high single digits next quarter, according to CFO Amy Hood. That could be thanks to larger Windows 11 deployments that Nadella referenced on the call.

Over on the Xbox side, Xbox hardware revenue has declined 7 percent. Microsoft launched a 1TB black version of its Xbox Series S last month, just in time for Bethesda’s new Starfield game, but it wasn’t enough to boost Xbox hardware revenues.
Xbox content and services revenue, which includes Xbox Game Pass, is up by 13 percent, though. Overall gaming revenue is also up 9 percent. It looks like Xbox Game Pass has grown year over year, but Microsoft is still not providing updated subscriber numbers.
Microsoft said Xbox Game Pass had grown to 25 million subscribers in January 2022, but we haven’t had an update for more than 18 months now — even as Starfield, Forza Motorsport, and plenty of other games have contributed to Game Pass this year.
Nadella did reveal on the company’s earnings call that Starfield has contributed to Xbox Game Pass growth, though. “On launch, we set a record for the most Game Pass subscriptions added on a single day ever,” he said.
Microsoft Gaming CEO Phil Spencer did admit in October that Xbox Game Pass growth had stalled on the console side of the service, with Microsoft now focused on PC Game Pass growth instead.

As always, it’s Microsoft’s cloud, server, and Office businesses that are driving most of the revenue growth at the company. Microsoft 365 Consumer subscribers have grown a massive 18 percent year over year, up to 76.7 million. Microsoft launched a new $1.99 a month Microsoft 365 Basic subscription earlier this year, which has clearly helped boost the numbers.
Office commercial products and cloud services revenue also grew by 15 percent year over year thanks to Office 365 Commercial revenue growth of 18 percent. Microsoft continues to convert businesses to cloud-powered versions of Office, with the Microsoft 365 Copilot launch on November 1st expected to renew interest, too.

Microsoft Teams also continues to grow. Teams now has more than 320 million monthly active users, and more than 10,000 paid customers are now using Microsoft Teams Premium, according to Nadella.
Microsoft’s intelligent cloud business generated $24.3 billion in revenue this quarter, a 19 percent year-over-year increase. Azure and other cloud services revenue grew by 29 percent. Nadella revealed last quarter that Microsoft Cloud sales passed $110 billion in the 2023 fiscal year, with Azure making up more than 50 percent of this revenue for the first time.
We’re now waiting to see the impact of Microsoft’s potential AI revenues after the company unveiled its steep Microsoft 365 Copilot pricing earlier this year. Microsoft 365 Copilot launches on November 1st, so we’ll hopefully start to see its impact on revenues over the next few quarters.
We’ll also see the impact of Microsoft’s giant Activision Blizzard acquisition over the coming quarters, with Hood revealing bigger gaming revenues and Xbox content revenues thanks to the deal. Microsoft-owned GitHub on Wednesday introduced a more expensive Copilot assistant for developers inside companies that can explain and provide recommendations about internal source code.
The launch might help Microsoft boost revenue in its cloud business segment by taking fuller advantage of partner OpenAI's technology. It could better position Microsoft to fend off challenges from its foremost cloud rival, Amazon. In October Amazon Web Services said it was starting to test the ability to customize its CodeWhisperer programming assistant with private code.
Microsoft was the first large technology company to release software that could help developers complete their lines of code, with the launch of the Copilot in 2021, drawing on GitHub's publicly accessible code collection. An experiment suggested that developers who used the tool worked 55% faster. In December 2022 GitHub began selling a business-focused tier for $19 per person per month.
Last month Microsoft CEO Satya Nadella told analysts on a conference call that GitHub Copilot had accumulated 1 million paid users.
The new GitHub Copilot Enterprise will cost more than double the business offering, at $39 per person per month. Interested parties can join a waiting list ahead of a full release in February 2024.
"We heard from many, many customers that they want the ability to tune or customize Copilot on their codebase," Thomas Dohmke, GitHub's CEO, told CNBC in an interview earlier this week. Some clients even have their own special programming languages, he said.
On GitHub's website, people with Copilot Enterprise licenses can choose repositories to fine-tune Copilot on proprietary code. From there, they can ask GitHub's Copilot chatbot about elements of existing code and suggest lines of code in development environments. Over time, the Copilot will also be able to summarize code changes.
The price bump might appear considerable. Stephen O'Grady, co-founder and principal analyst at industry research group Redmonk, called it "an enormous bargain."
Coding assistants such as Copilot, Amazon's CodeWhisperer, Duet AI from Google and others from startups such as Replit, Sourcegraph and Tabnine promise to provide insight on multiple languages and frameworks at any hour of the day. Copilot is the most widely adopted AI coding system available, Dohmke said.
These systems are still nascent, though, with less than 10% enterprise adoption, according to Gartner, a technology industry research firm.
In research reports, Gartner has advised clients to do their own evaluations of productivity improvements from coding assistants, rather than exclusively relying on software companies' claims. The assistants have made mistakes and raised concerns among security executives, Gartner said. GitHub, for its part, suggests that developers test, review and check code that Copilot recommends.
Yet the additional knowledge of corporate code in Copilot Enterprise means advanced developers might be able to spend less of their time on procedural components, and more junior ones can get up to speed more rapidly, O'Grady said.
"If these systems save you one hour of time for a developer, you do the math," he said.
GitHub talked about Copilot Enterprise and other updates, such as a Copilot partner program to add capabilities through integrations, at its annual Universe conference in San Francisco on Wednesday.
"Copilot provides incredible value for enterprises, incredible productivity gains, and the enterprise gets way more value out of Copilot than the price reflects," Dohmke said. The higher price factors in the additional costs to deliver the product to clients, he added.
Analysts at Piper Sandler estimated that annualized GitHub Copilot revenue could reach $3 billion by 2026 in a Monday note, assuming that 16% of GitHub's 100 million users were using it. The model from the analysts, who have the equivalent of a buy rating on Microsoft shares, did not include the impact from GitHub's Copilot Enterprise.

Microsoft has released a new version of the WinUI 3 Gallery application, bringing a new icon and design guidance section, refreshed user experience, and various fixes to the project.
WinUI 3 Gallery is a reference application containing all controls developers can implement in their application built with Windows App SDK and WinUI 3. It works as a guide for integrating modern user interface elements into Windows applications, explains how to add motion and media, gives layout examples, and many more. Besides, developers can find links to the documentation and source code on GitHub (WinUI 3 is an open-source framework).
The latest version of the WinUI 3 Gallery app has added a new design guidance section where developers and enthusiasts can learn about typography, icons, colors, and accessibility features. Microsoft also says it has refreshed the overall user experience and fixed a few bugs. As a cherry on top, the app features a shiny new icon.

Tech support scammers are often based in foreign countries, making it harder to stop them. But thanks to a tip from Microsoft and Amazon, officials in India shut down two tech support operations in the country that were preying on consumers for over five years.
On Thursday, India’s Central Bureau of Investigation announced it had stopped the tech support scammers as part of nationwide crackdown on cybercrime that occurred in 76 locations.
“These scammers had allegedly posed as customer support agents for these reputable tech firms,” Indian authorities said. “It was also alleged that these scammers would contact the victims via internet pop-up messages that falsely appeared to be security alerts.”
Indeed, tech support scams often try to scare unsuspecting victims into thinking that something is wrong with their computer. This can include displaying a pop-up on a browser that claims the PC has been infected with a virus. The pop-up will then direct the victim to call a number, where they can talk with a technical support agent to resolve the problem. But in reality, the tech support agent is merely a scammer, usually out to trick the victim into handing over their funds.
In this case, the tech support scammers in India impersonated customer support agents at Microsoft and Amazon. They’d then try to trick victims into installing remote access software, enabling them to hijack access to the computer. The tech support scammers would then claim the computer suffered from non-existent problems, which could only be fixed by paying hundreds of dollars in unnecessary services, Indian authorities said.

“They targeted over 2,000 customers across Amazon and Microsoft primarily based in the US, but also in Canada, Germany, Australia, Spain, and the UK,” Microsoft said in its own blog post.
The case represents the first time Microsoft and Amazon have partnered together to stop a tech support scam. Inevitably other fraudsters will fill the void, but Microsoft said it’ll continue to work with Amazon and Indian law enforcement in supporting future crackdowns. “Our joint efforts signify a commitment to long-term engagement in combating these scams,” Amazon added.
